Organization of the NCFR was initiated on April 21, 1938. Its first headquarters were at the University of Chicago . In conjunction with regional and state groups, it served as a clearinghouse for information, proposals, and research. ILCFR was incorporated as an affiliate of NCFR seven years later, on March 7, 1945.

Families are changing as technological advances impact interpersonal relationships. Additionally, family life educators are utilizing technology to reach and influence families. The Illinois Council on Family Relations seeks proposals which explore changes in family life issues and introduce methods of supporting families.
